What should a standard Nursery room contain? Who should be in there and who should not during Church hours?

It is supposed to be fully carpeted to avoid any accidents or falls with small kids. Also there should be a place to keep toys and books and the floor as clear as possible (no tables, etc). Since you are speaking about very small kids.
