Is it common practice to call a newly member of the Church (less than a year) who just got the Melchizedek Priesthood a month ago, as a High Priest? Since I am not a man, I am not sure about this one. Thanks.

its not common, that being said there is no set time frame, usually high priest are temple married over the age of 40 i think. I would definitely be curious as to what drove them to call this new member to be a high priest.

I was in a ward in which the Bishop was under 30 the ward I am in now we had as 1st co. was under 30 and in med school .  he was our Elder's Qurm Pres. it varies here and there depending on who ,and whats available according to worthyness I believe. 1 ward I was in  recirculated High Priests (50 and over)into the Bishopric .

If he fits the age of the High Priest then putting him there is fine.  Its more if he was to old for the Elders Quorum. 
Plus its who they are going to assign him Home teaching.

I had an elder in my ward who was 65 before they called him to the bishopric and moved him up to the high priests, he had been an active member for at least 20 years. of course i dont know if he had any worthiness issues either.

I think it has a lot to do with location as well there seems to be areas where there is no so much Priesthood holders and they basically need to utilize what they have and sometimes may not fit the prototype.
