Not sure when exactly it changed but I do know Joseph Smith ordained a few of them.
Actually, there may be evidence that Joseph Smith may have ordained one man to the priesthood.  It is not known if this was before or after the revelation that blacks were not to hold the priesthood "at this time," as mentioned by both Zebedee Coltrin and Abraham O. Smoot or if it was an exception to the general rule that blacks were not to hold the priesthood "at this time."

Sorry but it doesn't make any sense.  The ban was put in place after Joseph's death therefore when he gave the priesthood to Brother Abel black men were free to hold the priesthood.  Also Coltrin had some issues remembering proper dates.
